I proceeded to Canton on the 13th inst. accompanied
by Messrs. King, Reed, Kemp and Brailsford.
The following day I called on H.M. Vice Consul who
conducted me to the office of the Commissioner for Foreign
Affairs, Mr. Chao Hsin Chu, who received me and introduced
Colonel Fu, the Administrator of Wireless Telegraphs. I
explained to Mr. Chu that I had come with the object of securing an improvement in the Hong Kong-Canton Wireless
communications and I outlined the functions of the members
of my party, i.92
Mr. King, the Electrical Engineer, might advise
on the location and lay out of stations and on all technical
matters such as the utilisation to the best advantage of existing equipment, the installation of such further equip- ment as might be required in Hong Kong and Canton to enable our Administrations to introduce mutual short wave telegraphy
at the earliest possible date.
Mr. Reed the Accountant of the Post Office might collaborate in arranging a joint accounting system on the lines usually adopted in international telegraphy.
Messrs. Kemp and Brailsford might assist in conducting working tests, and adjusting instruments for reading signals, and might advise on accepted telegraphic
procedure.
Finally my role was to negotiate regarding working agreements, tariffs, and subject to the approval of my Government, general questions of policy.
Mr. Chu assured me that Marshal Li was strongly in favour of cheaper more rapid and more efficient wireless communication with Hong Kong and that he personally would
co-operate in supporting any recommendations we might put
